At the same time, the agencies that impose these regulations, like the Food and Drug Administration (FDA) in the United States, face intense pressures of their own.<br/><br/>Recent media and congressional examination of several high-profile cases in the drug industry have put the FDA and its international counterparts firmly on the defensive. This is not good news for the industry. Scandals surrounding first the cardiovascular effects associated with Non-Steroidal Anti-Inflammatory Drugs (NSAIDs), and more recently the “sleep driving” and “sleep eating” side effects of popular new insomnia treatments are causing a significant retrenchment within the regulatory community. The FDA in particular is facing growing pressure for congressional action to address these issues but the proposals currently under consideration, in the opinion of many industry players, would harm, not improve, patient safety by making it more difficult to get promising new drugs approved and into the hands of doctors and patients.<br/><br/>The FDA has also been perceived in the past as “cozying up” to the industry and of rushing promising new drugs and technologies to market without an adequate paper trail. The result of this perception, justified or not, is heightened scrutiny, leading the agency to become progressively more conservative and defensive in its decision-making and in its approach to reviewing and approving submissions for new medicines and technologies. At the same time, promising new areas of study such as the Human Genome Project (HGP) are turbo-charging innovation and discoveries in the research community. In fact, the Wall Street Journal recently cataloged over $1 billion worth of currently pending IPO filings and there is a growing collection of existing bio-engineering companies applying HGP concepts in the marketplace.<br/><br/>The combination of more rigorous oversight, increasing threats of litigation and the explosion of complex, technology-driven areas of research have created a perfect storm for companies looking to succeed in this complicated landscape. It has also led to an atomic explosion in the size and complexity of submissions related to new drugs and technologies. Though this cutting edge research is conducted using the latest technology, it is remarkable how often the key results are compiled and maintained on nothing more sophisticated than a series of unconnected MS Word documents and even hand-written forms. Documentation for a single research study may consist of tens of thousands of pages with a full submission including multiple study results documents. Extend this over multiple jurisdictions, different languages, add in the complexity of joint ventures, patent laws, sub-contracting and outsourcing research and it is hardly surprising that some FDA and EMEA (European Medicines Agency) submissions were traditionally delivered not by the box load but by the truck load.<br/><br/>Electronic submissions: technology to the rescue?<br/><br/>When every day is critical, ensuring that you have effective electronic regulatory submission processes and technologies in place is “table stakes”. Having leading-edge document management technologies coupled with collaborative document transformation tools, on the other hand, is a significant competitive advantage. In theory it sounds ideal, however in practice it should be remembered that not all technologies are created equal.<br/><br/>With the FDA demanding the use of the eCTD format, the leading players in Life Sciences and Pharmaceuticals were quick to make the transition; recognizing the opportunity to streamline their own processes and take advantage of the inherent cost savings. Even companies not required to make eCTD compliant submissions are seeing the advantages of an electronic workflow in accelerating time to market. These companies have also seen the way the wind is blowing with the news that the European Union has mandated that all 27 member countries be ready to accept eCTD submissions by 2009. <div><em><strong>Pradeep Padman</strong> asked: </em><br/><br/><br/> <br/><br/>In a move towards creating a suitable environment for secure electronic transactions, the Sultanate of Oman has issued the e-Transactions Law formalised by the Royal Decree 69/2008.<br/><br/>This is the first law for legalising electronic transactions in Oman which can be defined as any contract, agreement or communication in this regard to be fully or partially implemented by electronic means as electronic messages.<br/><br/>The formulation of this law begins a new era for Oman, where a truly e-enabled society evolves in the realisation of the digital society of Sultanate. It is a major milestone in the implementation of the national IT strategy by the Information Technology Authority (ITA) of Oman.<br/><br/>The e-transactions law consists of nine sections and combines 54 articles, developed and refined over a period of three years. ITA along with a few other government entities and a private law firm have compiled this law based on studies about the United Nations Commission on International Trade Law (UNCITRAL), Organisation for Economic Cooperation and Development (OECD) guidelines on the Protection of Privacy and Trans-border Flows of Personal Data, and e-laws of several countries like the USA, Europe, France, Ireland, Malaysia and Tunisia.<br/><br/>The e-transactions law of Oman legalises the use of digital signatures in electronic commerce and communications through letters, emails, etc. Organisations wishing to introduce digital signatures for their use must be approved by the Information Technology Authority through a formal process.<br/><br/>Dr. Salim Al Ruzaiqi, CEO of Information Technology Authority (ITA) has pointed out that one of the main purpose of this law is to facilitate electronic transactions which are vital to e-government and e-commerce applications in Oman. In order to support such transactions, any contract, agreement or communication carried by electronic means as electronic messages is considered legally valid through this law. It regulates the transfer of electronic data and messages through various electronic channels such as the Internet and control changes made to data.<br/><br/>For creating the regulatory environment, the law has strict penalties for anyone misusing electronic systems, the applications and the data resident in them by punishing criminal acts using electronic systems and data like hacking into computer systems, unauthorised capture or tampering of data, etc.<br/><br/>ITA is saying that through this law it aims to consolidate public trust in the safe use of e-transaction, messages and records while assuring adequate protection for privacy of data of individuals involved in such e-transactions.<br/><br/>Promotion of this law sets up unified rules, regulations, and standards of authenticating electronic messages and records. By building trust and security, it will reinforce the development of the e-transaction at the national, Gulf, and Arabic domain by using the<br/><br/>e-signature and e-transactions. The use of electronic signatures in electronic commerce set forth a common legal framework for electronic authentication over the Internet or other electronic media. It also will play a pivotal role in forming contracts, carrying out business; assisting people work together co-operatively and underpin many forms of electronic collaboration.<br/><br/>As a comprehensive law it gives credibility to electronic information sharing, while taking the issue of information and communication security to higher levels of authentication, integrity and privacy.<br/><br/>The law provides for encryption as a means to protect e-transactions in order to ensure confidentiality of information or data of the message, to verify the originator, and to prevent others from getting information or data messages so as not to reach the addressee or to corrupt them.<br/><br/>Government entities can now use electronic records and digital signatures in tendering systems; license request processing and taxation systems can also accept fees or any payments electronically.<br/><br/>Protection for adequate privacy in matters related to personal data held in computer systems and processes for enabling electronic transactions is assured by the new e-transactions law of Oman. The law rests the responsibility of protecting electronic systems and data on the entities that manage these electronic systems and the authorised entity that issues valid digital signatures.<br/><br/>The necessary regulations and decisions for the law, which will come into effect three months after its publication in the Government Gazette, would be issued by the Minister of Commerce and Industry.<br/><br/><br/><br/></div>

So on the chance that I might say something that helps a potential buyer make up their mind, particularly someone who has not owned the first Kindle, this is my small effort to give back to the process.<br/><br/>First of all, I loved Kindle 1 although I noted several shortcomings due primarily to the design of the hardware. I&#8217;m glad to learn that every shortcoming(except one) has been fixed beyond my expectations. When I received my Kindle 2 yesterday, I eagerly removed it from the shipping container, plugged it in and began to download my library. As I did I marveled at the new Kindle&#8217;s fresh, sleek design. It is a beauty!<br/><br/>The main issue I had with Kindle 1 was the navigation button design and placement. My original thought was that I wanted to use my Kindle 1 without a cover but I quickly learned that doing so wasn&#8217;t practical. I like to read holding the Kindle with one hand and it just didn&#8217;t work well because I kept bumping the next, previous and back buttons. So I began to use the cover it came with so I could hold the Kindle by the cover, only to learn that this cover did not keep the device securely in place very well. So I bought an m-edge cover, which is bulkier and the front does not fold back easily. I was stuck reading using two hands and I didn&#8217;t like that at all.<br/><br/>Kindle 2 solves all these problems. I&#8217;m not going to bother with a cover at all now. I love the way it feels in my hand without a cover. It is easy to navigate without any risk of accidentally changing the page I&#8217;m on. I will probably buy a Belkin sleeve to protect it when I take it out but that&#8217;s all. Now my reading experience is complete!<br/><br/>The Kindle 2&#8217;s redesigned features are fantastic. The display is better and the 5-way button is a major improvement. I do a lot of highlighting and this design fix is huge. Looking up words is much easier and many times faster. One improved feature I haven&#8217;t notice any comment on is the progress bar at the bottom of each book page. Now it shows the total number of locations and the percent already read. This is so much better than the old way of determining how far I&#8217;m into a book. Thank you, design team!<br/><br/>The fact that Kindle 2 has no SD card capability and the battery is not user-serviceable is not an issue with me. Even with a few hundred books in my library, it will be a long time before the 2 gig memory starts to be a limiting factor and when it does (if it does) I&#8217;ll just archive what I&#8217;ve already read. Amazon&#8217;s design team has made it simple to pull archived books back to the Kindle 2 without having to go to a computer.<br/><br/>The only item on my wish list that was not addressed in Kindle 2 is the lack of an improved file storage system. It would have been nice to have that but it doesn&#8217;t take away from my enjoyment.<br/><br/>Page turns are significantly faster and the page reloads are less intrusive to the reading experience. On/off buttons are repositioned to be easily accessible. The home page is easier to navigate. There are other improvements that many others have already noted so I&#8217;m going to stop here without repeating everything that&#8217;s been said already. But the biggest thing about Kindle (both 1 and 2) is the Amazon store and how simple it is to browse and buy books from.
